Kimberly Garrett is Named to Warren-Trumbull County Public Library Executive Director Position

(08/20/2025) – The Warren-Trumbull County Public Library (W-TCPL) Board of Trustees has named Deputy Director Kimberly Garrett to step into the Executive Director role when current director Jim Wilkins retires in November.

Wilkins, who has been W-TCPL Executive Director for 17 years, earlier this year announced his plans to retire in the fall. Garrett’s appointment follows a thorough selection process led by the Board Personnel Committee.

“Kim has been an integral part of our leadership team, and her vision, dedication, and deep understanding of our library system and community made her the clear choice for this role,” said Wilkins.

Garrett joined the W-TCPL as deputy director in 2021 after serving as director at the Kinsman Free Public Library for five years. Prior to that position, she was Youth Services manager at McKinley Memorial Library for six years. She is active in community and professional organizations and was selected to participate in Library Leadership Ohio 2024, a statewide library leadership program.

“I am honored to serve as the next Executive Director of the Warren-Trumbull County Public Library,” Garrett said. “Our library is a cornerstone of the community, and I am committed to leading with vision and intention while listening to and working alongside our talented staff, board, and community partners. Together, we will continue to grow, innovate, and ensure that the library remains a welcoming and vital resource for all.”

Garrett holds a Master of Library and Information Science from Kent State University and earned a Bachelor of Arts in Professional Writing and Editing from Youngstown State University.

After experience at the Bucyrus Public Library and Barberton Public Library, Wilkins joined the W-TCPL in 2008, leading the library system through many changes and major milestones. In addition to a shift to more digital technologies and increased programming, Wilkins oversaw construction of a new building to house the Cortland Library, a major addition and renovation at the Warren Library, remodeling project at the Brookfield Library, creation of a new Maker Studio, and upcoming opening of a new branch inside the Eastwood Mall.

The W-TCPL system includes libraries in Brookfield, Cortland, Eastwood Mall, Howland, Liberty, and Warren; a Bookmobile; Pop-Up Library; Library-By-Mail service; and a 24/7 website at www.wtcpl.org.
