Warren-Trumbull County Public Library Welcomes New Deputy Director Jo Phillips

(11/19/2025) – The Warren-Trumbull County Public Library (W-TCPL) has welcomed Jo Phillips as the library system’s new Deputy Director.

Phillips will assist in managing library operations, implementing policies, and overseeing public service departments, including Branch Services, Circulation, Mobile Library Services, and Adult and Youth Services. She will also work closely with the Executive Director, Board of Trustees, and community partners to advance the library’s strategic goals and ensure exceptional service to the residents of Trumbull County.

Phillips was most recently senior main library manager for Stark Library in Canton, Ohio. Previously, she was a generalist librarian and youth programming coordinator for the Cuyahoga County Public Library system and a children’s librarian for the Akron-Summit County Public Library.

“From the moment I first visited the Warren-Trumbull County Public Library locations, I felt welcome and inspired. I’m excited to connect with the wonderful staff and Trumbull County patrons and help extend the great work that is already happening in this community,” Phillips said.

Phillips earned her doctorate in organizational leadership from the University of Dayton and her MLIS with a specialization in youth services from Kent State University.

Phillips replaces Kimberly Garrett, who has been appointed the new executive director of W-TCPL following the retirement of Jim Wilkins.

The W-TCPL system includes branch libraries in Brookfield, Cortland, Eastwood Mall, Howland, Liberty, and Warren; a Bookmobile; Pop-Up Library; and Library-By-Mail services.
