Warren-Trumbull County Public Library Strategic Plan

The Warren-Trumbull County Public Library’s 2026-2028 Strategic Plan is a framework that will guide the library system over the coming years while allowing flexibility to respond to emerging needs and opportunities.

Library Board of Trustees

W-TCPL is governed by a Board of Trustees. Four library board members are appointed by the county commissioners and three by the judges of the Common Pleas Court. All trustees appointed prior to 2025 serve unpaid, seven-year terms. All trustees appointed during or after 2025 serve unpaid, four-year terms.

Board Meetings

The Warren-Trumbull County Public Library Board of Trustees meets the second Thursday of every month at 5 p.m. at the Warren Library or other location as designated.

The Board of Trustees welcomes comments from members of the community. Those wishing to address the Library Board should submit a request form to the library’s Administration Office by 5 p.m. on the Friday preceding the meeting. Requests that are made by individuals who are not residents of Trumbull County will not be considered.

Please note that your statements at this meeting are part of a public record. We ask that you limit your remarks to no more than three (3) minutes and that you include your name and address. The agenda for the meeting is set in advance, so no discussion of your comments will take place at this time. The Board will, however, give careful consideration to your concerns and will respond as they deem fit.


Renovation and Expansion Project Planned for Howland Library

LEGAL NOTICE

Sealed bids for the furnishing of all labor, material, and equipment necessary for the HOWLAND LIBRARY INTERIOR RENOVATION/ ADDITIONS PROJECT FOR THE WARREN TRUMBULL COUNTY PUBLIC LIBRARY, Attn: KIMBERLY GARRETT, EXECUTIVE DIRECTOR, 444 MAHONING AVE NW, WARREN, OHIO 44483 in accordance with the project specifications, will be received by the Warren Trumbull County Public Library until Wednesday, May 13, 2026 at 2:00 pm, and shall be opened and read on the same day thereafter.

The Plans, Specifications, Blank Proposals, and other Contract Documents may be obtained via download, by contacting the offices of the Baker Bednar Snyder & Associates Inc. 628 Niles Cortland Rd. SE, Suite 201 Warren, OH 44484, Monday through Friday from 8:00 a.m. to 4:00 p.m. and available for inspection at Warren-Trumbull County Public Library, 444 Mahoning Ave NW, Warren, Ohio 44483.

Each proposal shall contain the full name and address of each person or company submitting the same and all parties interested therein and shall be accompanied by a Bid Guaranty and Contract Bond in the sum of 100% of the amount of the bid or a certified check in the amount of 10% of the bid, payable to the Warren-Trumbull County Public Library, as a guarantee that if the proposal is accepted, a contract will be entered into. The bond or check of all unsuccessful bidders shall be returned to them by the contracting authority immediately upon awarding the contract or rejection of all proposals. All proposals must be signed in ink. Facsimile or electronic transmissions are not permitted.

A mandatory pre-bid conference will be held at the project site on Wednesday, April 29 2026 at 10:00 am. Contractors will have access to the project area for the purpose of examination, measurement, and familiarization prior to bid submission. A sign off Sheet will be distributed, and attendance is required for bid consideration.

Bids of corporations not chartered in Ohio must be accompanied by proper certifications that such Corporation is authorized to do work in the state of Ohio.

Attention is directed to the requirement that each proposal must be accompanied by all documents listed in the bid specifications package including, but not limited to, a Non-Collusion Affidavit duly signed by the bidder, and a Personal Property Delinquent Tax Affidavit duly signed by the bidder—required by Section 5719.042 of the Ohio Revised Code—thereof. No payment shall be made on any Contract for which no such affidavit has been submitted.

Attention is also directed to all bidders that Trumbull County adopted a “New” Drug and Alcohol-Free Workplace Policy on September 7th, 2016, and the terms of this Policy also apply to any contractors directly reimbursed for services through the County; a copy of the Policy to be part of proposal, and that each proposal be accompanied by a “Sign-Off Sheet” duly signed by the bidder thereof.

Bidder is to take notice that the Form of Bond must meet the requirements of ORC 153.54 to 153.57.

Attention is also directed to all bidders that pursuant to Ohio Revised Code Sections 307.86 and 307.87, effective September 26, 2003, this notice of bid will be published one time only, with the condition that this notice has been posted on the Library Internet Site on the worldwide web and found at https://wtcpl.org

The Warren-Trumbull County Public Library reserves the right to reject any or all bids submitted and to waive any informalities or irregularities in any bid received, and to determine the lowest, responsive and responsible bidder in accordance with the methods and criteria in the bidding documents. No bids may be withdrawn for a period of at least sixty (60) days after the opening thereof.

Bids shall be submitted in a sealed envelope clearly indicating on the outside, “INTERIOR RENOVATION/ ADDITIONS PROJECT FOR THE WARREN-TRUMBULL COUNTY PUBLIC LIBRARY” – as well as the name and address of the person or business submitting the proposal.
